Agencies are being asked to modernize and to adopt AI in the same budget cycle. A roadmap is a list of systems, owners, and stop conditions. It is not a stack of pilot names.
What public-sector reporting shows
Government Technology (GovTech) describes an EY survey of 200 state and local leaders on modernization and AI, including the barriers holding projects back. StateScoop reports that most states now use generative AI and that IT offices are evaluating more autonomous agents. Governance, data readiness, and procurement set the pace.
Government Technology (GovTech) reports that Washington's financial-system modernization has grown into a reorganization of processes and governance. Large projects succeed or fail on that organizational work as much as on the software.
Opinion — Vlogic Advisors
Name the systems that must keep running, the data an AI tool would be allowed to see, and who can turn the tool off. Put an owner on each system before you add another pilot. A phased replacement, with the current system still in service, is the pattern we would rather see than a single cutover. The payments piece covers what happens when a shared processor stops.
